Instructions
Preheat your oven to 350°F (175°C) and line a 12-cup muffin tin with cupcake liners.
In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
In a separate bowl, combine the buttermilk, vegetable oil, eggs, and vanilla extract.
Gradually add the wet ingredients to the dry ingredients, mixing until just combined.
Slowly pour in the boiling water and mix until the batter is smooth and somewhat thin.
Fill each cupcake liner about two-thirds full.
Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
Let the cupcakes cool in the muffin tin for 5 minutes before transferring them to a wire rack to cool completely.
In a large bowl, cream the softened butter until smooth and fluffy.
Gradually add the powdered sugar and cocoa powder, mixing on low speed until combined.
